Phase I Activities (months 1-12)

  • KDAP staff identify three or more entities within each participating county for the purpose of formalizing a local network, developing or supporting a county health council, and subcontracting with a non-profit or public entity to hire a local Community Encourager (CE).
  • County Health Councils, with input from staff, hire CEs.
  • CEs receive training in a modified Community-initiated Decision Making process (CIDM).

Kentucky Delta Access Project

The Kentucky Delta Access Project (KDAP) promotes and assists development of community health services and resources in Kentucky’s 19 rural Mississippi Delta counties. The overarching long-term goal of the project is to improve access to health care services in undeserved rural counties.

The project is part of an eight-state regional program (Delta State Rural Development Network Program) administered through DHHS’ Office of Rural Health Policy. The lead agency for KDAP is Trover Foundation. Federal funds supporting KDAP are used for training and technical assistance, and in support of KDAP staff and 19 Community Encouragers.
